When people ask if students are prepared for today’s jobs and jobs for the future, my answer is always “yes, if…” 
当人们讨论学生培养是否应当以现时及未来职业生涯为目标时,我的答案永远都是“对,如果……”
 
And let me explain.
请允许我进行解释。
 
Yes, depending on what kind of institution the students are studying into, and what is the needs for those skills in the labor market. 
对,这取决于学生所就读的学校类型,以及劳动市场对职业技能的需求。
 
The reasons for the if, is because what is the most important aspect that institutions can do for students is instill in students life-long learning. 
我之所以说如果,是因为,对于教育机构而言,最重要的就是向学生灌输终身学习的理念。
 
Because it’s not because you have studied in a given field, in a given institution that you are ready for life. 
原因在于,并不是说你在某一机构学习某一方面的知识便能够为一生做好准备。
 
Because as you know, things change constantly. 
你知道,事物是不断变化的。
 
The second thing after life-long learning, is to ensure that the students have what we call the soft skills. 
除了终身学习之外,最重要的便是确保学生获得我们所称的软技能。
 
Which are very important skills, whether it is teamwork, whether it is to ensure they have critical thinking. 
有哪些是非常重要的技能呢?比如,是否具备团队合作能力,是否能够确保他们具有批判性思维。
 
Because it’s very important not just to say what you’re being asked to do but also question if it makes sense and maybe there is a better way to do it. 
因为在职场上,除了遵照上级指示,具有批判性思维也很重要,需要思考指示是否合理,以及有没有更好的处理方式。
 
Third, what is important is that the students learn how to work with leading edge equipment. 
第三,对于学生而言,了解如何操作先进设备也是非常重要的。
 
And the link to that is of course to know how to master technology or to have computer skills.
与之相关的要求便是知道如何掌握技术或具备电脑技能。
 
Nowadays you can mine at a desk on the 21st floor of a building, and do mining.
如今,你可以在21层楼上从事矿业工作,采矿。
 
So of course you need to ensure that in whatever jobs you are aiming at that you master your use of computers. 
所以,不论从事何种工作,你都需要确保自己能够掌握电脑的使用技能。
 
From a government perspective, some of the important steps that would be crucial, is first one, labor market information. 
站在政府的角度,在众多关键因素之中,劳动力市场信息是重中之重。
 
Students and parents need to know what are the job prospects. 
学生和父母需要了解职业前景如何。
 
Second one is to ensure that there are scholarships available for students that are studying in vocational and technical education. 
第二点便是确保接受职业与技术教育的学生能够获得奖学金。
 
It is as important to have scholarships for those fields as it is for university students. 
奖学金对于普通高校学生十分重要,对于接受职业教育的学生也是如此。
 
Third, is to ensure there’s an accreditation system, to ensure that they are standard, 
第三,需要确保能有一个认证体系,保证学生培养的规范性。
 
so that when students come out after their program, it is well recognized because there are national standards that have been put in place.

Fourth, teacher training is crucial.

Teachers need to ensure that they upgrade their own skills and also to ensure that they don’t just do theory.

When we talk about TVET it’s important to have applied learning. 
对于职业技术教育和培训而言,学习的应用性非常重要。
 
And fifth, would be to encourage the industry to offer internships. 
第五,需要鼓励企业提供实习机会。
 
It is crucial students get hands-on, on the job, so that afterward they already have experience on the job. 
实践对于学生而言至关重要。通过实习经历,他们能够获得以后工作所需的经验。
 
I would add something that China is putting in place right now, when they are looking at the key performance indicators. 
我想要补充的是,当前,中国正在关注一些关键绩效指标,也在采取一些适当的举措。
 
They just introduced new key performance indicators and one of them is the internationalization of their educational institutions. 
他们引入了一些新的关键绩效指标,其中一项就是其教育机构的国际化程度。
 
I think this is crucial because it’s very important that governments also encourage their own educational institutions to look at what is being done around the world to ensure that all times the country is competitive on the global market.   
我认为这一点很重要。因为对于政府而言,鼓励本国教育机构了解世界是非常重要的,这样才能确保本国在全球市场始终保有竞争力。
 
There are many ways that a country such as China can learn from other countries and vice-versa. 
像中国这样的国家,能够通过很多方法向其它国家学习,反之亦然。
 
It’s very important for other countries to learn from China.
对于其它国家而言,向中国学习也是很重要的。
 
For example, let’s talk about Canada.
比如,加拿大和中国在领导力培养方面开展了合作。
 
Canada and China have been partnering with the leadership training program, by which we have the heads of colleges from China that come to Canada to receive one-month training. 
通过这一合作项目,中国的高校领导们前往加拿大接受一个月的培训。
 
And what they are able to do is learn about how Canada is doing with vocational and technical education. 
期间,他们能够学习加拿大在职业技术教育方面的实践。
 
And the second and third week, the heads of the colleges in China are paired with the heads of colleges in Canada. 
在第二周和第三周,中国高校领导将与加拿大的大学领导进行配对。
 
And they literally job-shadow them for a week at a time. 
每周进行一次实际的角色转换练习。
 
The fourth week, all the heads of colleges of China, get together, share what they’ve learned during their second and third weeks, but also develop a plan of action. 
第四周,所有中国高校领导聚集在一起,分享他们在第二周和第三周所学到的知识,并制定一份行动规划。
 
What was interesting is that about two weeks ago in Beijing we had a reunion of 40 alumni that took that program in Canada.

And they shared with us not only what they had done since they had come back, but also they talked about the partnerships they had developed between Canada and China.

This has been very fruitful for both countries because there have been twinning of students, there have been twinning of teachers. 
对于两国而言,合作成果都很丰硕。因为两国互为学生与老师。
 
There have been joint curriculum development that have happened. 
课程是由双方共同制定。
 
Students from each country have come to spend a semester in each other’s country, 
来自一国的学生在另一个国家度过一个学期。
 
so it’s really great way to learn from each other but also to make the world a better place. 
这是一个好方法,有利于双方互相学习,也能让这个世界更加美好。
